Building the Community Health Worker Workforce in Kansas

From 2021–2024, the COPE project supported the training, hiring, and deployment of more than 60 Community Health Workers (CHWs) across Kansas. As the operating arm of local health equity action teams, CHWs built trust, assessed community needs, connected clients with health and social services, and provided ongoing navigation and education.

During this period, CHWs helped achieve significant statewide impact, including:

• 4,232 clients reached

• 2,435 partnerships established

• 9,634 client needs addressed

Advancing Data and Performance Tracking

Recognizing the need for practical data collection and reporting tools, the team developed ECHOS, a comprehensive database designed specifically for Community Health Workers and their employers. Built through direct feedback from CHWs, ECHOS enables users to document client interactions, track performance and outcomes, and generate customized reports that support program management, evaluation, and continuous improvement.

Expanding Support Through Training and Technical Assistance

Since 2024, the team has provided Community Health Worker consulting, training, and technical assistance to organizations throughout Kansas through the Public Health Infrastructure Grant (PHIG). Services include:

• Community outreach strategies

• Program development and implementation

• Workforce training and support

• Evaluation planning

• Technical assistance and capacity building

Innovating in Behavioral Health Workforce Development

Building on its expertise in Community Health Worker workforce development, the program collaborated with behavioral health and substance use experts to create the Community Behavioral Health Worker Training Program. This innovative training initiative prepares frontline workers to address behavioral health and substance use needs within their communities. The program was made possible through funding and support from the Department of Population Health at the University of Kansas School of Medicine-Wichita.

Creating a Community of Practice

To foster ongoing connection, collaboration, and professional development, the team established the Community Health Worker Network. Through the network, Ton Miras Neira and Angela Scott provide training, presentations, customizable technology solutions, and tailored technical assistance for Community Health Workers and partner organizations across Kansas.
